Applicability: shipowners, ship operators, ship managers and ship masters of Liberia registered ships

Liberia Flag Administration has recently published Marine Operations Note 02/2024/Rev.1 and Marine Operations Note 02/2024. The notices clarify that the  Liberia Flag Administration will carry out all Hong Kong Convention and EU Ship Recycling Regulation (EU SRR) related surveys on existing ships from 1 April 2024. The only exception is that Lloyd’s Register (LR) continues to have authorisation to conduct initial surveys for new-building ships registered or registering with Liberia and the subsequent issuance of an interim IHM certificate at delivery. 

Requirements for shipowners

Shipowners and ship operators of Liberia registered ships which have a currently valid IHM certificate issued by LR should contact Liberia Flag Administration (RegsandStandards@liscr.com) for issuance of a new IHM certificate no later than 26 June 2025 (or before the certificate expires, whichever is earlier). 

Survey status

To prevent the IHM surveys from showing as overdue in the future, the IHM surveys will no longer appear on the ship’s status within the LR Client Portal for Liberia registered vessels after 26 June 2025. Any class notation or descriptive note which is reliant on the vessel having an IHM certificate issued by LR will also be removed from the vessel’s status in due course.
