Description of our services
The International Management Code for the Safe Operation of Ships and for Pollution Prevention (ISM Code) is a management systems model designed to achieve safety and pollution prevention. Compliance is mandatory for passenger ships and other ships of 500GT and upwards engaged on international voyages, although individual flag administrations may add to these minimum requirements.
In general terms, the Code requires that safeguards be established against any safety and pollution risk involved in shipboard operations. Responsibility for this is placed firmly on companies that have been issued with an ISM Document of Compliance.
Like safety, maritime security is of paramount importance to the operation of a vessel. The International Ship and Port Facility Security (ISPS) Code came into force on July 1, 2004 and is applicable to all vessels over 500GT operating on international trades, as well as the ports that service them.
We have played a proactive role in helping the industry to implement the ISPS Code and offers a full range of statutory certification services to help you maintain compliance. We also offer ISPS training courses.
The International Labour Organisation (ILO) Maritime Labour Convention, 2006 (MLC, 2006) was introduced to help ensure that all seafarers, regardless of their nationality and the flag of the ships they work on, can enjoy decent working and living conditions.
The Maritime Labour Convention (MLC 2006, as amended) is designed to provide a format for ILO Member states to regulate the living and working conditions for seafarers serving on ships flying the member state's flag and ensures basic rights for seafarers with regard to employment, health, safety and welfare on board ship.
The implementation for each individual flag State is through its own national laws and regulations, summarised through a Declaration of Maritime Labour Compliance (DMLC) Part I. The shipowner prepares and implements a DMLC Part II, which needs to be verified and certified, following on board inspection, leading to the issue of a Maritime Labour Certificate.
This service covers verifications of Seafarer Recruitment & Placement Services (SRPS) against the requirements of MLC, 2006, Regulation 1.4 and Standard A 1.4. It is applicable where the SRPS Company is:
- not located within the territory of an ILO member state that has ratified the Convention, or
- located within the territory of an ILO member state that has ratified the Convention, and has requested a Statement of Compliance from LR, or
- located within the territory of an ILO member state that has ratified the Convention, and the member state requires LR to verify compliance with requirements.
The ISPO, a voluntary standard, has been developed by the European Maritime Pilots Association (EMPA) in co-operation with Lloyd's Register EMEA. It is a safety and quality management system designed to help ensuring that maritime pilot organisations provide a quality service with due regard to the safety of human life and the avoidance of damage to the environment and property. ISPO certification indicates that a maritime pilot organisation works continuously on improvement processes and invests in education, training and resources.
